The National Tomorrow Learning Card



  • Project Objectives

The National Tomorrow Learning Card is a project that provides financial support for vocational training, enabling citizens to conduct self-directed vocational skills development. This initiative aims to improve lifelong competency in response to rapid technological advancements and changes in the labor market, serving as a social safety net.


  • Program Details

The program supports training courses that have been recognized for their suitability by the Ministry of Employment and Labor and have been announced as eligible for training cost support.

  • All citizens nationwide are eligible to apply.

However, current public officials, private school teachers, high school students who are not in their final year, university students with more than two years remaining until graduation, self-employed individuals with an annual income exceeding 400 million KRW, large company employees earning over 3 million KRW per month (under 45 years old), and special type workers with an average monthly income of over 5 million KRW are excluded.


  • The support limit ranges from 3 to 5 million KRW per person, with approximately 45 to 85% of the training costs being covered.

Participants in the National Employment Support Program Types I and II, who belong to specific groups, receive 100% or 80% support for training costs. Youth and middle-aged participants in the National Employment Support Program Type II receive 50% to 85% support, while recipients of the Earned Income Tax Credit (EITC) are eligible for 72.5% to 92.5% support.


Unemployed individuals enrolled in training programs lasting 140 hours or more will receive up to 116,000 KRW per month, provided they maintain an attendance rate of 80% or higher per month.
