  • 1.Overview


  • ●Purpose

This data warehouse (DW) consolidates employment-related data and offers diverse information such as administrative statistics, employment trends, and key performance indicators relevant to the labor market, while supporting the analysis of employment data.- It provides advanced data analysis tools allowing policy-makers, researchers, and general users to easily retrieve labor market data tailored to their specific needs.

  • ˉ︎Constructed the vocational training data warehouse (DW) (2007)- Upgraded the employment information data warehouse (DW) (2011)

  • ˉ︎Opened the website of the EIS public access statistics (administrative statistics on employment) (2017)

  • ˉ︎Established the integrated employment and labor data warehouse (DW) and the employment and labor data analysis system (2021)

* The employment and labor data warehouse (DW) was reconstructed based on the national job information platform (MDB) and the Employment Information System (EIS) and the website of administrative statistics on employment were revamped. 

** The Employment and Labor Data Analysis System (ELDS) was constructed to ensure that anyone can safely access administrative data on employment.


  • 2.Employment Data Utilization


  • ●(intranet) The EIS provides statistical reports that can be used as references for reviewing policies and current situations. A total of 5,704 individuals (as of the end of September 2024) from the Ministry of Employment and Labor, its regional offices, HRD Service of Korea, and the Korea Workers' Compensation & Welfare Service are utilizing this service.

  • ˉ︎employment-related administrative statistics are provided, including employment insurance, Worknet, vocational training, foreign workers, and qualifications.


  • ●For the general public, currently 29 statistics reports are available, which are produced tailored to their needs as identified in surveys and selected in consultation with relevant departments in the Ministry.


  • 3.Collection, Management and Provision of Data


  • ●Data is gathered and processed from various employment-related systems such as Worknet, Employment Insurance, vocational training, National Employment Support, and employment of foreign workers. This data is used to operate the data warehouses (DW) and produce statistical reports.

  • ˉ︎A data warehouse (DW) offers large volumes of data, which are easily accessible for users and enable various analyses.

  • ˉ︎Every month, the main data is replicated and loaded, followed by the closing process where the statistics is confirmed through verification with operating system data.


  • ●Utilization of the Employment and Labor Data Warehouse (DW)

  • ˉ︎The Ministry of Employment and Labor:　Preliminary statistics, handbooks, binders, performance data, etc., are provided to the Ministry in order to support the preparation of press releases. Raw data is also offered for conducting research projects, policy reform studies, performance evaluations, and amassing statistics approved by Statistics Korea.

  • ˉ︎Labor market trends based on employment statistics (monthly, Future Employment Analysis Department/ the Ministry of Employment and Labor).

  • ˉ︎Employment impact assessment, national technical qualification effectiveness evaluations, joint evaluations by local governments, certification evaluations by training institutions, etc.

  • ˉ︎Parental leave statistics, job statistics, wage and employment statistics, and business life cycle statistics

  • ˉ︎Six institutions including the Korea SMEs and Startups Agency: Statistics of employees covered by employment insurance is provided monthly for the purpose of helping them check requirements and performance analysis of policy incentives aimed at job creation by SMEs.

  • ˉ︎Korea SMEs and Startups Agency, Korea Technology Finance Corporation, Korea Small Business Institute, KOTRA, Korea Trade Insurance Corporation, and the Export-Import Bank of Korea.

  • 4.Employment and Labor Data Analysis System (ELDS)


  • ●The Employment and Labor Data Analysis System (ELDS)* and the data analysis center** were established for the purpose of providing administrative data on employment to the private sector in a safe environment (December 2021).

  • ˉ︎The ELDS offers public data (13 types) available to all users and data for authorization (31 types) (2022).

  • ˉ︎The Employment Labor Data Analysis System (ELDS) is an online system where data is provided to a virtual computing system and only the results of analysis is retrieved.

  • ˉ︎The data analysis center is an offline center equipped with security control systems such as access controls, CCTV, and isolation from external networks, and is operated by the Korea Employment Information Service (in Eumseong) and the Korea Data Agency (in Seoul/Daejeon).


  • ●In order to facilitate employment policy development and support various research and analytical efforts, the scope of data sets will be expanded further to accommodate the needs of the private sector, so as to support the establishment of employment policies and various research and analysis activities.
